One of the overarching stories of the Trump admininstration has been the destruction of the Department of Justice’s independence and the view of new leadership that they are the President’s lawyers and will take command from him on what to prosecute. The old DOJ would not let DOGE within ten miles of its operations. The current DOJ has welcomed them in, with Attorney General Pam Bondi kicking off a DOGE-style initiative to reorganize the DOJ and FBI.

Instead, agencies are to return to using the tool like that did previously. This doesn’t necessarily mean that DOGE or political appointees will not be reviewing grants, but they have no longer locked other users out of the system.
