Anthony Armstrong comes to DOGE from the world of finance, where he worked on Musk’s acquisition of Twitter as a bank executive at Morgan Stanley. Since joining DOGE at OPM, he has mostly operated quietly in a support role, but in April he was spotted at the FDIC, and I would expect him to be involved with DOGE’s work against other independent financial entities. Although he has a relatively modest title, recently departed DOGE member Sahil Lavingia indicated that he was running operations for teams across government with Baris Akis and Steve Davis. Reportedly, he left his OPM position in April but continues to coordinate DOGE from within DHS. More recently, he was named to the position of CFO for Musk’s xAI – just another example of the revolving door for Musk associates to cycle through DOGE and into reward positions in his companies.

In a later interview, Sahil Lavingia describes attending an “E-meeting” for DOGE that included Elon Musk but was essentially run by Steve Davis as well as two other Musk loyalists, Anthony Armstrong and Baris Akis. Baris Akis is notably not an employee of DOGE, since he is a foreign national and Musk was not granted a waiver to hire him. Elon Musk joins a late-night meeting with senior members of the DOGE leadership team. Katie Miller delivered a blunt message that DOGE was on thin ice with the White House. She also reportedly advised that DOGE should strive to collaborate with Cabinet secretaries more instead of pushiing cuts or projects on them that they didn’t want to do.

Concerned by people questioning his continued authority, Steve Davis reportedly taps Anthony Armstrong, Josh Gruenbaum and Stephen Ehikian to assess the loyalty of DOGE staffers and assert they are the leadership of DOGE now, acting under the authority of JD Vance and Susie Wiles in the White House. This is a bluff, and staffers in the White House counter that their authority is only within GSA itself.

In a status report for AFGE, AFL-CIO v. OPM, the government reports that multiple DOGE staff at OPM have left the government by this date. Of course, their actual departure dates might be earlier, but it’s a direct acknowledgment of multiple staff departures in the preceding months.

The acting counsel of the IRS, Andrew deMello, sends an email to DHS staff declining their request for data sharing. He cites that the request made from DHS lacked information mandated by the Memorandum of Understandng (MOU) between the two agencies, including why the disclosure is needed for a criminal case and the identities of ICE officers making the requests along with a sworn attestation that the info will only be used for judicial proceedings and not enforcement. DOGE staffers Anthony Armstrong and Jon Koval are included in this communication.
